Random mill lengths rarely divide evenly into your part lengths, so a share of every tube ends up as scrap. Buying pieces cut to length, or lengths chosen to suit your cut list, can remove most of that waste. Freight is charged on weight and volume, so consolidating sizes into one shipment costs less than several small ones.

Documentation has a cost too, but a missing certificate costs more: material that cannot be traced may be rejected by an inspector or a customer after you have built with it.
